The building has a symmetrical, fan-shaped plan. Concentric stage, audience, and balcony areas radiate outward from the peak of the fan shape, a foyer that overlooks the river like the prow of a ship. The golden roof, clad in aluminum, recalls the gabled roof of a wooden temple, and a decorative tower "modeled on the roof of a royal palace" stands at the peak of the fan shape.
